On one side: telonai kai hamartoloi—tax collectors and sinners. Tax collectors were traitors who sold out to Rome. Sinners were not just people who made mistakes but those known for a lifestyle outside the law. And they were drawing near to hear him

On the other side: Pharisees and scribes. The devout, the Bible teachers, the guardians of holiness. And they are grumbling: “This man receives sinners and eats with them.”

In the ancient world, to eat with someone was to accept them. It was fellowship, friendship, and approval. A respectable rabbi did not eat with such people.

So Jesus faces two crowds. And notice what Luke says: He tells them—the Pharisees—this parable. This story is not primarily for the lost. It is for the religious who are upset that God is welcoming the lost.

The question of this whole chapter is, what does God actually like to do? And Jesus answers with two stories about losing and finding.

2. The Lost Sheep—The Shepherd Who Counts Wrong

“What man of you, having a hundred sheep, if he has lost one… does not leave the ninety-nine?”

Any real shepherd would say, “That is bad math.” You have 99% of your flock safe. You do not risk 99 in the open country for one stupid sheep that wandered off. You write it off as a loss.

But this shepherd does not count as we count.

A sheep that is lost is not just lost. It is helpless. A sheep has no homing instinct. It cannot find its way back. It cannot defend itself. If the shepherd does not go, it will die.

This is how Jesus describes us. Isaiah 53:6—”All we like sheep have gone astray.” The sinner is not just guilty; he is lost, unable to save himself.

So what does the shepherd do? He goes. He leaves. He searches until he finds it. There is no plan. B. And when he finds it, he does not beat it or drag it back on a rope. He lays it on his shoulders, rejoicing.

That is the Gospel. We do not climb up to God. God comes down, finds us, and carries us. The Greek word for rejoicing here is strong—it is not a quiet smile; it is exuberant joy.

And then he calls his friends: “Rejoice with me.” Joy wants company.

Jesus then adds the punchline: “Just so, I tell you, there will be more joy in heaven over one sinner who repents than over ninety-nine righteous persons who need no repentance.”

That last line is gentle irony. Who are the ninety-nine righteous who need no repentance? In that room, the Pharisees thought they needed no repentance. Heaven is not celebrating their self-righteousness. Heaven throws a party when one sinner comes home.

3. The Lost Coin—The Woman Who Turns the House Upside Down

If you thought the shepherd was careless, meet this woman. She has ten silver coins—a drachma was about a day’s wage. This was likely her dowry or her savings, kept in a headband. Losing one coin means losing 10% of her entire savings.

So what does she do? She lights a lamp. Houses in those days had no windows, only a door. She sweeps the house. Dirt floors, dark corners. She seeks diligently—the Greek word is epimelos, carefully, painstakingly.

Notice: the sheep wandered off by foolishness. The coin is lost through no fault of its own. It is simply lost. Some people are lost because they ran away. Others are lost because someone else lost them, because life buried them, or because they were neglected.

But the response is the same: the image of God in every person makes them worth searching for. She does not say, “It’s only one coin.” She turns the whole house upside down until she finds it.

And again: “Rejoice with me, for I have found the coin that I had lost.”

Two parables, same structure, same ending. Why two? Because Jesus wants to make sure everyone sees themselves.

Are you the restless wanderer who knows you left? God is the Shepherd looking for you.
Are you the one who feels like an object, forgotten in the dust, unable to wander back? God is the Woman who lights a lamp for you.

You are not forgotten. You are not a statistic. To God you are the one.

4. The Joy in Heaven

This section is the most shocking part of the text.

We think repentance is sad, heavy work. Tears, confession, shame. And it is serious. But Jesus says heaven does not react with a solemn nod. Heaven reacts with joy.

“There is joy before the angels of God over one sinner who repents.”

Who is rejoicing? The angels, yes, but more—”before the angels” implies God Himself is rejoicing. The Father who lost a child.

The Pharisees grumbled. Heaven rejoices. Which voice do you want to join?

The church is meant to be the house of friends and neighbors who learn to rejoice the way heaven rejoices. When someone new, someone broken, or someone with a bad reputation sits down at our table, do we grumble or do we rejoice?

Closing

So where are you in this story this morning?

Perhaps you have been coming to church a long time, and you realize you have become the grumbler at the door, watching who comes in, deciding who deserves a seat at the table. Jesus tells you this story to invite you to learn heaven’s joy.

Perhaps you are the one lost coin, covered in dust, thinking no one would look for you. Let me tell you: The lamp is lit. The search has already begun. You were valuable enough that Christ swept his whole life into this dark world to find you.

Perhaps you are the sheep who knows exactly how far you have wandered. You cannot find your way back. You don’t have to. Just be found. Stop running. Let yourself be carried.

Because that is what Jesus does. He receives sinners and eats with them. That accusation, which the Pharisees intended as an insult, is now our only hope. And it is still true today.

. Luke sets the scene in two verses. On one side: telonai kai hamartoloi—tax collectors and sinners.
